Responsibilities
The Director of Community Development & Planning reports directly and provides support to the Executive Director by administering the Community Development and Planning programs, as well as creating and directing new strategic initiatives associated with the Department.
Functions include, but are not limited to:
- Administering the department programs: Transportation Planning, Municipal
Outreach, Community Revitalization, Energy Efficiency, Open Space and Greenways Planning, GIS and Broadband Initiatives.
- Training and supervising department staff (currently at 6)
- Coordinating bi-monthly Planners Committee meetings
- Creating new strategic projects associated with the Department
- Assisting in the coordination of the strategic plan
- Implementing procedures and policies amongst staff
- Researching and writing grants associated with the department
Requirements
Qualified candidates must hold, at a minimum, a Bachelor’s Degree in planning or related field. Person must possess strong written and oral communication skills as well as demonstrate the ability or aptitude to facilitate programs across a multitude of community and economic development service providers. Experience in community development and/or planning is preferred.

Overview:

Duties and Responsibilities:
The Vice-President is the second ranking executive and administrative staff member of the WCCBI and will perform such duties as assigned by the President/CEO necessary to fulfill the mission and objectives of the organization.
The Vice-President is responsible for assisting the President with the full range of WCCBI activities including, but not limited to:
- Coordination of the Strategic Plan
- Organizational structure
- Implementation of policies
- Long-range planning
- Motivation of member volunteers
- Financial management
- Growth of membership
- Employment, training and supervision of staff
- Management of assets
Education / Experience:
Applicants must hold, as a minimum, a Bachelor degree in financial or business related curriculum or a minimum of 5 years experience in economic development programming. Completion of a Basic Economic Development course is also preferred.

Business Incubation Manager
Responsible for the overall management of the CBICC Business Incubation Program. Duties include but are not limited to recruiting and providing mentorship of incubation member companies; oversight of infrastructure including structures and incubation spaces; general business management (leases, rents, fees, etc.); providing leadership and facilitation for the incubation advisory committee; interface with all service providers; liaison with Penn State University departments related to commercialization and economic development. The Incubation Manager will explore external funding sources in support of business development and incubation activities and develop a strategic and operational plan. The Manager has responsibility for the Zetachron and Technology Center Incubation Facilities.
Job Qualifications:
Education: Bachelor's degree required preferably in business administration or related discipline. Masters degree in business, public administration and or significant relevant professional experience preferred.
Work Experience: Requires at least two years relevant work experience in business incubation, business development, technical assistance program management or administration. Financial, business management and or entrepreneurial experience preferred.
Special Skills: Superior oral and written communication skills, financial management, business management, problem solving and project management skills are required. High level of computer skills including excel and word software. Ability to work in a team environment.
Working Conditions: Hands on management position working closely with a variety of companies and entrepreneurs, frequently attends out of office meetings and works with small groups and committees, moderate local and state travel required, some evening hours necessary to attend meetings, events and related functions.
